LOS ANGELES -- It?s called the "rubber room" -- a popular name for a reassignment center many say is emblematic of what is wrong with public education.
The rubber room is where teachers accused of everything from drug abuse to sexual harassment are sent to do nothing, but still collect a salary, benefits and accrue time toward pensions.
"Several of the people I know in rubber rooms have been there two years, some people as long as five years," said Leonard Isenberg, a disciplined Los Angeles Unified School District teacher. "You don?t just sit there. You can?t do anything. Think of Abu Ghraib or Guantanamo, with a paycheck."

The LAUSD has 161 teachers assigned to various offices throughout the district. It?s a policy LAUSD Superintendent John Deasy is trying to change ? as in the case with former Miramonte Elementary School teacher and accused child molester, Mark Berndt.
"Traditionally what the district has done is to say we put you in an office, we pay you, and we wait for all the stuff to happen," Deasy said. "I am not acting that way."
There are plenty of teachers who support efforts to get rid of reassignment centers, but for different reasons.
Leonard Isenberg, who taught in the district for 25 years, said he ended up in one after repeatedly complaining that his school, Central Continuation High School, was graduating students with second-grade reading levels.

He said that angered the principal, and that led to accusations of him yelling at students and watching pornography in class.
Isenberg used his time in the rubber room to create a web site, perdaily.com, which looks critically at the district, reassignment centers and its discipline procedure.
He was ultimately fired by the district, but still has an appeal hearing later this year. Isenberg said the district?s procedures make teachers guilty until proven innocent and fearful of false accusations.
"The students know they can get teachers in trouble by just saying anything," Isenberg said.
Retired teacher and California Teachers Empowerment Network president Larry Sand said rubber rooms are necessary and are not going away anytime soon.
"There?s arbitration and hearings and all sorts of things that have to take place before a teacher would actually lose his job," Sand said. "If he?s not in the classroom, they have to put him somewhere."

LONDON (AP) ? British Prime Minister David Cameron pledged to "crush" racism in soccer during a summit he hosted on Wednesday to address issues in the Premier League.
The Downing Street gathering of politicians, soccer leaders and anti-racism campaigners follows high-profile racism cases this season involving players. Cameron warned that abusive behavior by soccer stars is imitated by youngsters and must be stopped.
"We have some problems still today," Cameron said at the start of the summit. "We need to act quickly to make sure those problems do not creep back in.
"I hope what we can agree today is to make sure that everybody who has the ability to deal with this issue takes the steps they can ... if everyone plays their role, then we can easily crush and deal with this problem."
The government announced Wednesday it will give $4.7 million toward the English Football Association's new coaching center in a bid to encourage more people from ethnic minorities to become managers. There are no black managers in the Premier League.
Cameron said Wednesday's meeting was designed to reaffirm vigilance against racism and discrimination.
The most serious case will be tried in court in July. Chelsea defender John Terry is charged with racially abusing Queens Park Rangers defender Anton Ferdinand during a match in October. Terry was stripped of the England captaincy ? a move opposed by coach Fabio Capello, who quit in protest.
English Football Association chairman David Bernstein told the summit that the governing body had already shown a willingness to impose "very tough sanctions where necessary."
Liverpool, the 18-time English champion, came under fire for its support of striker Luis Suarez when he was banned for eight matches after racially abusing Manchester United defender Patrice Evra in October.
Liverpool, owned by the parent company of the Boston Red Sox, was condemned by anti-racism groups for backing Suarez and allowing players and manager Kenny Dalglish to wear T-shirts featuring Suarez's picture in a show of solidarity before a match against Wigan weeks later.
This month, Suarez was criticized for refusing to shake hands with Evra, who is black, on Feb. 11 in their first meeting since the confrontation in October. He apologized later under pressure.
"What happens on the field influences what happens off the field. You see children as young as 6 imitating the behavior they see on the field," Cameron said. "So this is not just important for football, it's important for the whole country ... we want to make sure football is all about a power to do good, rather than anything else."
Cameron believes having more black and ethnic minority coaches in the game would help combat racism.
"We simply cannot brush this under the carpet," Cameron wrote in Wednesday's edition of The Sun newspaper. "I've no doubt that football will crack this problem ? and the government stands ready to do anything it can to help."
The meeting also dealt with the lingering problem of homophobia in soccer.
Among the participants Wednesday will be Amal Fashanu, who recently made a documentary for British TV about homosexuality in soccer, 14 years after her uncle Justin committed suicide.
The career of Fashanu, the first black soccer player to move in a 1 million-pound transfer when he joined Nottingham Forest in 1981, faded after he publicly acknowledged his homosexuality. He was found hanged in a London garage in 1998 at 37.
Cameron described homophobia in soccer as a largely taboo topic.
"It's obviously quite unlikely that there are no gay Premiership players, and that tells you something about the tolerance within the game," said Steve Field, Cameron's spokesman.

WELLINGTON, New Zealand?? The founder of the file-sharing website Megaupload was granted bail and released on Wednesday after a New Zealand judge determined that authorities have seized any funds he might have used to flee the country.
Kim Dotcom, who U.S. authorities allege facilitated millions of illegal downloads through his company, has been in custody since his arrest Jan. 20.
Magila Annandale, a spokeswoman for the Ministry of Justice, said the ministry was seeking details on the conditions of Dotcom's release. District courts in New Zealand typically don't require a monetary bond when granting bail.
U.S. authorities claim Megaupload cost movie makers and songwriters some half a billion dollars in lost copyright revenue. They are trying to extradite Dotcom, 28, and three of his colleagues on racketeering charges.
New Zealand authorities have seized millions of dollars in investments and assets owned by Dotcom, including luxury cars and artworks.
North Shore District Court Judge Nevin Dawson found that the German-born Dotcom no longer posed a significant flight risk because, as far as the court was aware, he wasn't hiding any money or assets that could help him flee the country. New Zealand courts had earlier turned down Dotcom's bail application and a subsequent appeal, saying he did pose a flight risk, but Dawson said those decisions were made when details about Dotcom's assets remained unclear.
"Since that time, all known assets have been seized and are unavailable for Mr. Dotcom's use or disposal," the judge found. "No new assets or accounts of any significance have been revealed since his arrest. Mr. Dotcom's submission that he has not concealed any assets or bank accounts has largely been borne out."
Dawson also said he received an affidavit from Bonnie Lam, the Hong Kong chief financial officer of Megaupload, supporting Dotcom's contention that he has no resources available to him.
Dotcom was born Kim Schmitz but legally changed his name. He is a citizen of both Germany and Finland and was granted New Zealand residency in 2010. He has also lived in Hong Kong, where the Megaupload company is registered.
Dawson disputed an earlier court finding that the U.S. doesn't have an extradition treaty with Germany.
The judge said there is a German law which prevents Germans being extradited to any country ? but that a treaty between Germany and the U.S. would allow Dotcom to be prosecuted in Germany should he flee New Zealand and should German authorities deem prosecution appropriate. He said a similar situation applies to Finland.
Dotcom's colleagues had earlier been granted bail by New Zealand courts.

PHOENIX (AP) ? Manny Ramirez found a taker in Oakland ? at a bargain price.
The suspended slugger agreed on a minor league contract Monday with the Athletics that is worth approximately $500,000 if he's added to the big league roster.
The A's announced the deal and said Ramirez is expected to report to spring training by the end of the week, in time for Oakland's first full-squad workout Saturday. He is a non-roster invitee.
The 12-time All-Star is due to serve a 50-game suspension for his second positive drug test before he can play for the A's. Barring rainouts, his first game could be May 30 ? on his 40th birthday. But that didn't deter general manager Billy Beane and the Athletics.
"I am very pleased Billy was able to add Manny to our team," owner Lew Wolff said in an email. "I look forward to welcoming him and the entire team that Billy and his people have assembled for the coming season."
ESPN first reported earlier in the day that the sides had reached an agreement, speaking directly to Ramirez.
The A's made public their interest in the enigmatic outfielder, who had been working out in Florida this winter. Starving for offense, Oakland finished third in the AL West last season at 74-88 and ranked 12th out of 14 American League teams in runs.
For the small-budget A's, Ramirez presents little financial risk. They don't have to pay him during his suspension and will give him per diem money during the club's spring training stint in Phoenix, which is shorter than usual because of two season-opening games in Japan next month.
Oakland sent representatives to Florida this winter to watch workouts by Ramirez, who retired from the Tampa Bay Rays last season rather than serve a 100-game suspension. For Ramirez, this could become a chance to help mend his reputation ? at least a little bit ? and serve as a positive clubhouse influence on a young team.
The A's recently agreed to terms on a $36 million, four-year contract with highly regarded outfielder Yoenis Cespedes, a Cuban defector who has expressed interest in playing with Ramirez.
At baseball's winter meetings in December, it was announced that Ramirez had applied for reinstatement. He had his suspension for a second failed drug test cut to 50 games because he sat out nearly all of last season. MLB had announced his retirement on April 8, saying he was notified "of an issue" under the drug program.
Ramirez ranks 14th on the career list with 555 home runs. He went 1 for 17 (.059) in five games last season for Tampa Bay, which had signed him to a one-year deal worth $2.02 million.

Let?s restate that word again out loud because it is the essence of why leading sales professionals and small business owners invest their valuable time in Business Networking activities.
Leverage.
We think that probably the best representation of ?leverage? as it relates to the topic at hand is J. Paul Getty?s famous quote, ?I?d rather have one percent of the efforts of 100 people than 100 percent of my own efforts.?
You see, the difference between the success or failure of someone who is networking as a way of generating revenue is most likely what their perspective of ?networking? is.
Story after story is reported to us about people who believe that if they cease going to networking meetings and mixers every single week that their revenue will STOP.? Their perspective is that if they do not maintain a high activity of mixing and mingling with new people that they aren?t ?networking.?? The truth is that their personal definition of Business Networking appears to be skewed.
Their own description of activities that THEY are performing sounds a lot like selling, doesn?t it?
At its core, Business Networking is ?selling through your network, NOT to your network.?? Applying the foundational basics includes building relationships first, amassing trust and credibility in time, and then asking for referrals.? Don?t expect your network to buy from you.? If they do, that?s a bonus ? but don?t plan on it or even try to encourage it.? It might actually backfire.
We see it all the time.? People are attracted to the size of the event (i.e., your city or county?s biggest mixer) or the size of the weekly group such as a local BNI Chapter.? These individuals are most likely sales people looking for a Buyer?s Club to help them achieve their quota ? nothing more.? Once they pitch their network and a small percentage of people buy from them, they consider that group or network tapped out.? In this instance, you?ll hear these individuals murmuring, ?Oh, that networking group isn?t a good one.? I tried it out for 3-4 months, but they don?t pass any referrals.?? They then move on to another networking group and repeat the same self-centered activities (i.e., the rinse and repeat).
Once another 3-4 months rolls by again and they tap out that small percentage of kind souls that purchase from them, it?s back on the meandering trail to wander around and find that next networking group?and the next?and the next.? This is why we?d like to introduce the moniker The Networking Nomad? ? as it fits this type of person and their behavior.
Remember, Business Networking is more about ?farming? than it is about ?hunting.?? It takes time to cultivate relationships.? But once you dedicate the effort, we believe these relationships ultimately allow you to ?harvest? referrals for a lifetime.
In closing, we?d like to recommend that you consider reflecting back upon your own networking journey and ask yourself:? ?Has my definition of Business Networking evolved through the years?? If so, what events or insights from others influenced this evolution??

WASHINGTON -- The emergence of super PACs shows once again that "campaign finance reform" has failed abysmally. After nearly four decades, it has achieved none of its goals. It has not purged politics of big donations, nor cured public cynicism about the influence of the rich, nor made elected leaders more trusted. What it has done is compromise basic First Amendment rights, clutter politics with baffling laws and regulations, and actually deepen cynicism.
Except for contribution disclosures, campaign finance laws should be scrapped. If there were no limits on individual contributions to candidates (the basic limit is $2,500 per candidate per election, meaning $5,000 for a primary and general election together), there would be few -- if any -- super PACs. The wealthy would give to candidates directly instead of resorting to some contorted alternative. Super PACs are merely the latest of many contortions born of a muddled Supreme Court.
On the one hand, the court has blessed limits on direct contributions to candidates and political parties. The rationale: to prevent corruption and its appearance -- undue influence by big contributors. On the other, the court has also said that the First Amendment guarantees Americans the right to spend unlimited amounts to elect anyone they wish. It's free speech. In Buckley v. Valeo (1976), the court tried to reconcile the contradictions by saying people could make unlimited "independent expenditures" not "coordinated" with the candidates or their campaigns.
The unsurprising result is that both parties searched for new ways to maximize spending without violating the letter of the law. These have included PACs (political action committees), so-called 527 groups, "soft money" and now super PACs, which can accept unlimited contributions and make "independent expenditures" (mainly media advertising). The trouble is that these various responses, though legally clever, seem ethically suspect to many Americans. The press generally adopts the same attitude.
The perception that political operatives and wealthy donors are skirting contribution limits -- as they are -- creates the aura of corruption and even criminality. Super PACs also seem to make candidates' campaigns less accountable. The fact that all this is an exercise of First Amendment rights is simply ignored. The paradox is that campaign financial "reform," far from allaying public suspicion of the political system, deepens it.
What started as an understandable reaction to Watergate abuses now imposes a tangle of rules on free speech and political activity. Go to the Federal Election Commission's website and download its summary of regulations on "coordinated communications and independent expenditures." It's 11 single-spaced pages of legalese. This is not what the Founders imagined when they said Congress "shall make no law ... abridging the freedom of speech" or the right "to petition the Government for a redress of grievances."
Three myths buttress the status quo.
Myth 1: The rich and corporate interests rule government through campaign contributions and lobbying.
This is absurd. In 2009, $2.1 trillion (60 percent) of federal spending went for "payments for individuals." This included 52.5 million people receiving Social Security; 46.6 million on Medicare (many of the same people); 32.9 million on food stamps; 47.5 million on Medicaid; 3.9 million with veterans benefits. Almost all these benefits go to the poor and middle class. Meanwhile, the richest 5 percent of American pay 44 percent of federal taxes.
Does this look like government for the rich? Of course, businesses and wealthy individuals support candidates that share their interests. This is their right. But many super-rich contributors (George Soros and the like) are focused on political philosophies, not their net worth.
Myth 2: Political spending is out of control.
Not so. In 2008, spending for federal elections (the president, Congress) totaled $5.3 billion, up 27 percent from 2004. Over the same period, the economy grew 21 percent. By comparison, Americans spent $297 billion in 2008 on mobile and landline phones. Neither party has a permanent fundraising advantage over the other. In the last seven elections, Republicans raised more money in four, Democrats in three.
Myth 3: Spending isn't speech.
Well, try "getting your message out" without spending. If money is necessary to disseminate campaign themes, then limits on spending ("independent" or otherwise) restrict speech.
The widespread belief in these myths makes campaign finance regulation seem respectable. It's always convenient to blame the nation's problems on moneyed "special interests" and to pretend that controlling them will advance obvious solutions. This is usually a delusion. Solutions aren't always obvious, and the most powerful constituencies are not those with big bags of money but those with huge blocs of voters. AARP outguns the American Petroleum Institute.
The greater threat to our democracy arises from the well-intentioned effort to curb traditional First Amendment political freedoms under the guise of cleansing the system of the evils of money. There lies the true corruption of the Constitution.?
